Separate university course provision from student support

University course provision needs to be separate from how students are supported. Students with disabilities should be able to know that if one university does not provide for their needs they can go to another without interrupting their studies.

Wales needs an Oxford-style college system where students choose which university to be resident in based on how they are supported in their studies and not which programme they want to study, which should be provided to students at the same time, regardless of the university they are registered at.
